Mother has Bad Driving Record

My husband was upset to hear that his mother was having problems finding car insurance she could afford because she was recently classified under high risk car insurance. He has been dealing with her financial problems since his father passed away and now her car insurance renewal quote came back higher than she could afford. She will not give up driving, yet continues to have accidents that cause black flags on her account. He told her that it is possible to price other insurance companies, but she needs to stop driving poorly if she wants the rates to lower over time.
