What Is A LEED Specialist?

I was hoping someone might be able to tell me about this Leadership in Energy and Environmental Design I’ve heard about. I understand that it is a rating system that measures the environmental impact that a building has, right? But if that is true, then how does one become a certified LEED specialist? Do you become certified to test buildings or build and design them? What exactly does the certification allow you to do? Is it worth the money to take the exam if all you can do with it is judge other buildings? I’m a little confused by what it all means.
